Hurricane Damage Update
The WCPOA Board has been working feverishly to try and come up with a solution to repair the road damages. As of this date the board has been denied FEMA funding and has applied for a Small Business Adminstration loan. The costs of road repair from the quotes obtained so far are approximately $150,000. Any thoughts ,comments or suggestions would be appreciated.

FEMA Update
The Board would like to thank everyone who has been involved in researching and applying for an award from FEMA, especially James Collier, Joe and Polly Keen, Bobby Tapley, Billy Mitchell, Wendy Floyd and Micheal Pardue, all of whom have spent many combined hours on this project. Unfortunately the news is not good.
The bottom line appears to be that we will not be awarded any funding from FEMA for the following reasons.
1) Due to the fact that the WCPOA is a private community and is incorporated, we are treated as a business, and FEMA will only offer assistance to individuals. They will allow us to register and they will assign us a claim number, but then they will only forward our claim to the Small Business Administration (SBA) to apply for a loan. We have followed this route and have asked for all information necessary to apply for this loan, and will present this information to all lot owners before any decisions are made. Both James Collier and Wendy Floyd have applications on file with FEMA, and they have both been denied.
2) FEMA will not award any damage claim that is not for a primary residence. A primary residence is defined by FEMA as one which is occupied 6 months or more per year. They will not award damage claims for lots with no houses nor secondary residences.
One lot owner, Billy Mitchell, whose home cannot be safely accessed due to the washout on Wolf Lair Drive has spent many hours on the phone with FEMA representatives and has submitted letters, emails and pictures of the failures, and even his applications have simply been forwarded to the SBA.
We will continue to research our options with FEMA and keep the members informed of any changes.

Road Maintenance
The present contract for road maintenance has just about stopped due to the ground being frozen. The large stone on Cub Den was not suppose to be laid past the red house and they will attempt to move back the large stone to the muddy area in front of the red house. They will cover all with crusher run to smooth it out. They have not put crusher run on all the roads yet.

Hurricane Damage Repairs
The Board is looking at several options presently. One is to drive pilings (type to be determined), brace across, fill and compact dirt so we can get a 45 degree slope, use 1 foot to 2 feet diameter rock on that and bring it up all the way to the road to fill in the space that slid away. Another option is to pour a concrete wall in place of pilings and then do the same as far as dirt and rock is concerned. Bobby Tapley is currently getting in contact with contractors that do this type of work. Other options we have investigated include retaining walls made from large rocks, metal pipes driven or drilled down through rocks, concrete walls dug down and poured above grade, laying a concrete foundation and then laying locking concrete blocks, "H" beams driven or drilled down into the bedrock, and finally using used railroads rails and drive or drill them into the rock. According to Johnny Phillips of the Jackson County Highway Department, the most economical way to repair the major failures may be to use railroad rails as they are the least expensive option and yet are extremely strong.
Whatever method we use, we would then back fill with dirt, pack it and then use large stone on top of the dirt to bring everything back up to the road level. Johnny Phillips was able to provide us the contact persons that developed the railroad rail method and the names of the ones he felt would do the best job. We have spoken with representatives of the Phillip Jorgan Company, and have set up an appointment over the Christmas Holidays. They will come out and inform us what is needed and the cost. They have channels for getting the used rails, other steel and used guard rails for the top of the road. They can also provide and haul dirt and large rocks. They are presently repairing huge mudslides on I-40 and have done similar work all over the state. The Board is continuing cost analysis of all options and will make this information available to all lot owners as soon as possible. The Board would like to extend grateful thanks to Bobby Tapley, who has worked tirelessly to research most of this information.

Budget and Assessments for 2005
The Board is pleased to announce that the 2005 Budget has been ratified by over 75% of all lot owners! This means that the 2005 Annual Assessment for all lot owners will be $300 per lot. Assessments are due on January 1st 2005, and invoices have already been sent out. Please keep an eye out for yours as you should be receiving it shortly. A $25 late fee was also ratified by more than 75% of all lot owners on the 2004 ballot, and will be applied to any Assessments that remain unpaid as of February 1st 2005, so please make sure to get your payments in as soon as possible! Receiving these Assessments is crucial to the much needed road repairs required by the recent hurricane damage. We still have some lot owners who cannot safely access their lots due to washed out roads, so please send in your payments as soon as you are able. Annual Wolf Creek Property Owners Assocation Meeting.
The annual meeting was held. The new board members have been posted.
We are still looking for the remaining ballots from the annual meeting.
